    We know that many local authorities have found difficulty attracting qualified or skilled candidates to their teams. When Matthew Carney hired Mark via our Associate Programme, it was to bring new urban design expertise to Warrington Borough Council.     Each month, the PUBLIC PRACTICE team goes on an away day to learn about different places across England. This week, we travelled to St Albans in Hertfordshire. We walked from the city station to the historic city centre and from Verulamium Park to St Albans Cathedral. We were met by where we met Public Practice Aluma George Burgess from St Albans City & District Council and Issy Spence from Hemel Garden Communities who took us on a walking tour along the River Ver to Charter Market, where we had lunch. We had the opportunity to visit a former City Centre Opportunity Site, now Jubilee Square, which is soon to open next door to the Civic Centre & Offices, before seeing contemporary projects along The Alban Way, a former railway turned greenway.     We believe that diversifying in-house placemaking skills can improve the quality of everyday places for everyone. In 2022, Jack Richards became St Helens Council's first Public Practice Associate and ARB-registered architect in recent memory as part of the Associate Programme's expansion into northern England with support from Homes England. This case study delves into Richards' role at the council, particularly his work enhancing housing design standards and how this has impacted homes and places. We explore how Jack has leveraged skills from his public sector peers and brought new in-house design expertise to the team.
